HONG KONG.
NOTE ON SYSTEM OF PLAGUE PERMITS.
COLOMBO HARBOUR.
Required to enable any person to board any ship in the Harbour,

Plague being endemic in Colombo all vessels are placed in quarantine (preventive quarantine).
All persons wishing to board any pessel are required (subject to the exceptions here below) to hold a permit from the Chairman of the Plague Committee, and are otherwise liable to prosecution for having boarded a vessel in quarantie without permit.
Traders are prohibited from boarding any vessel. Customs prevent their going through with goods.
Dubashes ("Bum boat" men) are all licensed, and strictly held to transact only ships' business.

Passengers with tickets and passports, shi crews and officers are allowed on their respective vessels but not to visit other vessels without permit.
